During the meeting organized between the National Dam Comity, General Directorate of Emergencies being part of Ministry of Interior and Directorate of Dams of Albanian Electro Energetic Corporation, it has been discussed about the Measurements Plan during Emergency Situations. 

This meeting has been attended also by the General Director of KESH sh.a, Mr. Agron Hetoja and by the Majors of the Municipalities which are exposed to the floods. The purpose of this meeting was to encourage the Municipalities to include in their Civil Emergencies plan, also the necessary measurements to forecast and withstand the floods which may by caused by the intensive flow from the Plots of Hydro Power Plants located over Drin River. 

Head of Generation Division, Mr. Ilir Belba explained that it is a legal obligation for the related institutions to take their responsibilities during emergencies. Our purpose is to prevent the floods and damages caused to community or their properties. Alerting all the related institutions is now an obligation. The measurements Plan has been prepared by the initiation of KESH sh.a with the support of foreign experts. This plan aims to increase the collaboration of local and national institutions during emergency situations. 

For the implementation of this plan, the following steps must be considered:

1. Organization of human resources and necessary material to manage the risk factors which effect the security of dams over the Drin river and to facilitate the implementation of preventive measures for the protection of the population in case of dam damages or fluent flows. 
2. 4 main scenarios that might happen during the implementation of this plan, are as following:

Future Measurements 

• Update of measurements plan in case of emergencies based on the Regulation of Dam Safety. 
• Information and clarification of related local institutions regarding the measurement plans in case of emergencies. 
• Set up of a modern alert system for the dams of 3 HEC located over the Drin River. 
• Staff trainings regarding the implementation of Measurement Plan in case of Emergencies.
